Who Is Shabana Mahmood?
Born in Birmingham in 1980, Shabana Mahmood has represented Birmingham Ladywood as an MP since 2010. A barrister by training and one of the first female Muslim MPs, she held several shadow cabinet roles before being appointed Justice Secretary in July 2024. In that capacity, she implemented bold reforms to address prison overcrowding and court backlogs.
As Home Secretary, she becomes the first Muslim woman to occupy one of the UK’s Great Offices of State overseeing the police, MI5, immigration enforcement, and domestic security.

Border Security: Oversight of the newly established Border Security Command created in 2024 to coordinate immigration enforcement, MI5, Border Force, and the NCA will fall under her jurisdiction.

Supporters praised Shabana Mahmood’s appointment as a signal of competence and inclusivity. Blue Labour founder Lord Glasman described the move as “fantastic,” while the Refugee Council emphasised the need for urgent action on asylum processing and safe migration pathways.
However, opponents and internal critics point to ongoing unrest within Labour. Rayner’s exit she was a prominent figure for the party’s left and the wider reshuffle raise questions about cohesion ahead of pivotal political tests, including the November budget and a looming deputy leadership contest.
